Are legal frameworks a help or a hindrance?

Education can make a positive difference between re-offending and not re-offending, with the legal frameworks deciding the contents and provision of that education. Not every individual who leaves prison with more skills and/or qualifications than they had when they entered will desist from re-offending, but the rate is significantly reduced. This is particularly valuable for offenders as they are generally considered to have very low levels of skills compared to the general population.

SkillHUBS partner, Dr. Lesley Crane, has prepared a report on legal frameworks in prison education. She covers the content of legislation, prison education in practice, and her conclusions/recommendations for the future.
